itself. This might have the effect of extending the time for payment beyond the moratorium period, but by the use of different language one could secure that no debt would mature or become payable during the moratorium period.

7. Neither provision is usual in a Moratorium and I did not feel justified in inserting them without further instructions, particularly as while the Moratorium itself could be justified as a measure by a temporary administration, the necessity for these measures is doubtful.

As the Proclamation will be enacted at the outset of the Administration Brigadier MacDougall would like to have confirmation by signal (a) that the draft submitted may be

signaligadier promulgated or (b) how it should be amended.

9. Other minor amendments have been made to adapt to local conditions. I also enclose the Malaya draft on which I worked.
